Mayor Cheryl A. Young called the regular meeting to order at 7:30
p.m. Mayor Young delivered the
invocation and led the flag salute.

AGENDA ITEM 2 PUBLIC
HEARINGS:
None.
AGENDA ITEM 3 CITIZEN
INPUT:
Marilyn
Heaton of Columbia City introduced her neighbors, Nell Harrison and Tom
Villoni, to the City Council. Marilyn
said she is here tonight as a representative of the River Club Estates Home
Owners' Association to ask the City of Columbia City to please accept Spinnaker
Way as a City street. She said
Spinnaker Way is currently a private street.
She said the City would benefit from taking over the street because:

There are 25 homes on the
street that pay City taxes to the City;
·
All of the public utilities are
in place and working, including power, sewer, water, sidewalks, and fire
hydrants;
·
The street is free of potholes;
·
Easy access with two
connections to Second Street;
·
Stop signs are in place;
·
Home Owners Association
includes regulations relating to yard maintenance and recreational vehicle
storage regulations;
·
The Home Owners Association has
an Architectural Review Committee that oversees the color selection for home
colors;
·
Fencing types and placement are
regulated by the Home Owners Association;
·
All homes are site built, and
modular and manufactured homes are prohibited;
·
Nell Harrison and Tom Villoni
are very active on the Parks Committee and spend a lot of time volunteering;
·
Jeff Anderson would agree that
it's a well kept area and the streets and sidewalks are in good condition;
·
The City won't need to develop
any roads or sidewalks because they're in place; and,
·
The residents of Spinnaker Way
are all voters in Columbia City and they want to be a part of the community and
have a public street serve their property.
Councilor
Schmor asked if the residents of Spinnaker Way currently pay property taxes to
Columbia City. Marilyn said they do,
and stated she currently pays about $450 to $500 per year to Columbia City.
Mayor
Young said River Club Estates was developed as a planned unit development, and
the street is a private street for reasons associated with the
development. She said we'll need to
consider the request and get back to her at a later date.
AGENDA ITEM 4 COUNCIL REPORTS:
4.1 Parks Committee: Chair
Marson said the Parks Committee met on January 15, 2008. She said Jeff Anderson is working on the
placement of a streetlight in the parking lot of Jim Bundy Memorial Park.
4.2 Water Source and Development Committee: Chair Guy
said the Water Committee will meet in February, and he asked Jeff Anderson for
an update on the City's water project.
Jeff said the contractor completed some directional boring work today
and installed steel casing underneath the railroad tracks. He said the 8-inch water main has been
installed along Third Street, and it extends from the public works shop area to
"L" Street. He said the
contractor plans to start boring under the highway on January 28th. He said they'll use care when they expose
the St. Helens water main on the west side of the highway because it's made of
ceramic pipe and difficult to fix or replace.
Jeff said the contractor recently hit the fiber optic line because the
locates were off by 11 feet.
4.3 Streets Committee: Councilor
Hudson said MSA has provided us with a draft proposal for engineering services
for the "A" Street Improvement project. Leahnette Rivers explained that we've budgeted $96,000 for the
engineering work associated with this project, but MSA's proposal is for
$124,000. She said funds are tight and
she's asked MSA what we can scale back, and they've indicated that they could
remove the pre-design report and cut back on inspection work to bring it down
to $96,000, but our Public Works staff would need to handle the day-to-day
inspection work. It was the consensus
of the Council the engineering proposal be revised to include the reductions.
4.4 Sewer Committee: No report.
4.5 Library report: No report.
4.6 Other reports: None.

the month ending December 31, 2007.
5.2 Approval of the Minutes of the Regular

Police for October, November and December 2007.

Administrator/Recorder.
5.6 Reappointment of Robert Jorgensen and
Casey Wheeler to the Columbia City Budget Committee.

Administrator/Recorder as Budget Officer.
5.8 Appointment of Glendon Pritchard to the
Columbia City Planning Commission.

BUSINESS:
Planning Commission Resignation: The Council read a letter of resignation
dated January 7, 2008, from Joan Thackery.
MOVED (HUDSON), SECONDED
(MARSON) AND CARRIED UNANIMOUSLY TO ACCEPT JOAN THACKERY'S RESIGNATION FROM THE
PLANNING COMMISSION.
School District Construction
Excise Tax: Leahnette
Rivers asked the City Council if they were in favor of entering into an
Intergovernmental Agreement with School District 502 and collecting their new
construction excise tax when we issue City building permits. She said we will be able to retain 1% of the
tax in order to cover our costs associated with administering the fee.
It was the consensus of the
Council that we proceed with entering into an agreement with the School
District in order to collect the tax for them.
Herbert J. Sandstrom: Mayor Young mentioned that Herb Sandstrom
recently passed away, saying he served as Mayor of Columbia City in past
years. She spoke fondly of him and
said she attended his services. Nell
Harrison said Herb made the wooden sign that hangs in Jim Bundy Memorial Park.
Philip Barlow: Philip Barlow, City Council Member for the
City of St. Helens, introduced himself to the Mayor and Council and said he
looks forward to improving intergovernmental relations with the City of
Columbia City. He asked who maintains
the trail system between St. Helens and Columbia City.
Jeff Anderson said Columbia City
used to periodically mow along the trail, but since St. Helens built the water
treatment plant they've been maintaining it.
Philip Barlow said he looks
forward to building stronger working relationships, especially for emergency response
purposes.
No Through Truck Traffic Signs: Councilor Hudson thanked public works for
recently installing the "No Through Truck Traffic Signs" on
"I" and "J" Streets.
