Mayor and City Council


The Columbia City Council meets the first and third Thursdays of the month at 6:00 p.m. in the Council Chambers of the City Hall, 1840 Second Street, Columbia City. City Council agendas are prepared and posted one week prior to meetings and are available at City Hall. Public comments are taken at City Council meetings. Questions or comments may be submitted by calling (503) 397-4010, or in writing to PO Box 189, Columbia City, Oregon 97018. City Council meeting minutes are usually available one week following the meeting date.


The City has operated under a mayor-council form of government since 1926. Policymaking and legislative authority are vested in the City Council, which consists of a Mayor and a four-member City Council. The City Council is responsible, among other things, for passing ordinances, adopting the budget, appointing committees and hiring the City's administrator and other employees. The Mayor and Council are elected on a non-partisan basis. Council members are elected to four-year staggered terms with two Council members elected every two years. The Mayor is elected to a four-year term. The Mayor and the Council members are elected at large.


CHERYL A. YOUNG - Mayor. Elected as Mayor in November, 1986 and took office on January 2, 1987. Re-elected in November of 1990, 1994, 1998, 2002, 2006, 2010 and 2014. Present term expires December 31, 2018. Previously elected to serve on the City Council by write-in vote in November, 1982, and served a full four-year term as Councilor beginning in January, 1983. She currently works as Manager of the St. Helens Senior Center; she previously worked as a Secretary and Program Assistant for the Veterans Administration Medical Center, Psychiatry Service and as a daycare provider for her two grandchildren.


SALLY ANN MARSON - Councilor. Appointed to the City Council on April 19, 2007, and re-appointed to the City Council on January 8, 2009. Elected in November of 2012 and 2016. Present term expires December 31, 2020. Serves as Council President and Chair of the Parks and Streets Committees. Previously she served on the Water and Sewer Committee, Budget Committee and Planning Commission. Retired from US Bancorp and the St. Helens Community Federal Credit Union.


GORDON THISTLE - Councilor. Appointed to the City Council on September 4, 2014. Elected in November 2014. Present term expires December 31, 2018. Serves as Chair on the Water and Sewer Committee, also a member of the Streets Committee. Retired - self-employed construction and industrial equipment brokerage company and equipment rental company.  He is an active supporter of the Columbia City Community Library, and founder and coordinator of the annual Show & Shine car show, which attracted 129 cars during the 2014 Columbia City Celebration.


NELL HARRISON - Councilor. Appointed to the City Council May, 2014. Elected in November 2014. Present term expires December 31, 2018. Serves as Chair of the Audit Committee and is active on the Parks Committee. Previously served on the Planning Commission, 2011 to 2014. Nell and her husband moved to Columbia City January 1997 (Nell's husband was born in St Helens). Recruited as a park volunteer by former Councilor Marian Calnon to help with what is now known as Jim Bundy Memorial Park. Parks Committee Member and volunteer since 2001. Her work experience includes Beaverton School District Curriculum Center, 18 years with Reliance insurance Company and her favorite was teaching art for Portland Community College for 9 years. Enjoys gardening, quilting, painting, people and most of all seeing the parks progress. The boss at her house is Jake, a noisy cockapoo.


KARLI EBERT - Councilor. Elected in November, 2016, and took office on January 5, 2017. Present term expires December 31, 2020. Serves on the Audit Committee, Hazard Mitigation Planning Group and Water & Sewer Committee. Karli has lived in Columbia City almost all her life, except during college and her travels through Europe, Japan and West Africa. She has a BA in International Affairs and Spanish from Eastern Washington University and a MS in Writing/Book Publishing from Portland State University. Karli taught English in Japan, worked as a freelance editor, and currently works at the Courthouse in St. Helens. She spends her free time reading, designing her own sewing and knitting patterns, attempting to write a novel, learning French and walking with her husband, Simon, and their miniature Schnauzer, Baxter.
